HSM 07-03 consisted of demolishing the existing steam distribution systems in buildings 857 and 870 and installing 10 new hot water boilers and associated equipment. The project included:

The construction of a 400 square foot central utility building to accommodate 6 boilers:
- Concrete masonry unit construction
- TPO roof
- Heating and cooling system
- Fire protection system
- New electrical distribution
- Lightning protection
- Installation of 10 boilers, heat exchangers, pumps, valves, strainers, and piping in three different mechanical rooms throughout the two buildings.
- Installation of a electric steam boiler, distribution piping and condensate system.
- Removal of steam coils and installation of hot water coils in several air handling units.
- Removal of steam VAV boxes and installation of hot water VAV boxes.
- Installation of standalone steam humidifiers.
- Installation of desiccant dehumidifiers.
Work was completed in classified areas and in production facilities with vibration sensitive equipment.
